New agreement to strengthen customs cooperation between the EU and Türkiye

The European Commission announced that it welcomed the decision taken by the European Union (EU)-Türkiye Customs Cooperation Committee (CCC) regarding the mutual recognition of the parties’ Authorised Economic Operator (AEO) programmes. The AEO Mutual Recognition Agreement is expected to strengthen supply chain security and facilitate legitimate trade.

According to the statement from the Commission, under the agreement, the trusted trader programmes of the EU and Türkiye will be mutually recognised, and cooperation between customs administrations will be further strengthened. This will allow customs authorities to take companies’ “trusted trader” status into account when determining risk assessments and inspection levels.

The agreement will enter into force following the completion of structured information sharing regarding the status of authorised operators.

The European Commission emphasised that the decision represents an important step towards strengthening customs cooperation within the legal framework of the existing EU-Türkiye Customs Union and stated that the agreement will provide tangible benefits to economic operators operating in both markets.

Customs Union has been in force since 1995

The Customs Union between Türkiye and the European Union has been implemented since 1995 based on the 1963 Ankara Agreement and the 1970 Additional Protocol.

Based on the principle of free movement of goods, the scope of the Customs Union covers industrial products other than agricultural products listed in Annex I of the Amsterdam Treaty and coal and steel products subject to preferential trade agreements based on origin.
