Mexico reviews anti-dumping quota on construction rebar from Brazil

The Mexican government has initiated a review process of the anti-dumping quota imposed on construction rebar originating from Brazil, which has been in place since 1995. The Ministry of Economy published the decision in the Official Gazette of the Federation (DOF) on Monday.

On July 2, 2025, ArcelorMittal, Ternium, Deacero, and Grupo Simec announced that they had requested the Ministry of Economy to review the final compensatory duty.

In Effect Since 1995

The final decision of the anti-dumping investigation, published in the DOF on August 11, 1995, focused on imports of ribbed construction rebar originating from Brazil, classified under tariff heading 7214.20.02 of the General Import Tax Law, regardless of origin. As a result of the investigation, a definitive compensatory duty of 57.69% was imposed.

Ribbed construction rebar is a type of steel rod used to reinforce concrete, featuring protrusions that prevent displacement. These bars are manufactured in diameters ranging from 5/32 to 1.5 inches and are sold in coils or in lengths of 6 to 12 meters.

Local Producers and Documentation

In Mexico, ArcelorMittal, Ternium, Deacero, and Grupo Simec manufacture this product domestically. To support their claims of domestic production, the companies submitted letters dated June 27, June 30, and July 2, 2025, from the Chamber of the Iron and Steel Industry to the Ministry. Grupo Simec also submitted its consolidated financial statements for the years ending December 31, 2023, and 2022. An additional letter was submitted on July 15, 2025.

Recent Developments

A Decree published in the DOF on April 22, 2024, imposed a provisional tariff of 35% on imports under tariff heading 7214.20.01, effective for two years starting April 23, 2024.

Additionally, under the Memorandum of Understanding dated November 25, 2022, automatic notification to the Ministry of Economy is mandatory for the definitive importation of these products.
