India launches anti-dumping investigation on steel imports from China, Indonesia and Vietnam

India has launched an anti-dumping investigation on certain steel products imported from China, Indonesia and Vietnam following complaints from domestic producers.

 The Directorate General of Trade Remedies (DGTR), under the Ministry of Commerce, is investigating 300 and 400 series cold-rolled flat products imported from these countries.

The Indian Stainless Steel Development Association (ISSDA) filed the application on behalf of domestic producers, stating that dumping negatively affected the sector and requesting anti-dumping duties on these products. DGTR stated that, based on the application from the domestic industry, it initiated the investigation with prima facie evidence observed in the preliminary review. The authority will determine the existence, degree and impact of dumping. If dumping is found to cause significant injury to the domestic industry, a duty will be recommended on imports, with the final decision taken by the Ministry of Finance.

Previously, the authority had recommended applying anti-dumping duties for five years on cold-rolled non-oriented electrical steel imported from China. This measure followed global steel price decreases and the rise of protectionist measures in many countries after Beijing implemented policies to reduce excess capacity in the steel sector.

Government plans also indicate that China will limit new steel production capacity in 2025-2026 and partially shut down old furnaces to reduce output. This development is accelerating protective measures against cheap imports by India and other countries.
