India introduces exceptions to mandatory standard compliance for steel imports

India's Central Board of Indirect Taxes and Customs (CBIC) has introduced certain exemptions in the implementation of mandatory standard compliance for imported steel and steel inputs.

Customs Instruction No. 23/2025 dated July 15, 2025 amended the previously issued guidelines.

The new regulation was prepared in line with the decision of the Ministry of Steel of India dated July 11, 2025. Accordingly, two main exemptions were granted:

Exception for early shipments

On or before July 15, 2025, steel products documented by bill of lading to have been shipped on or before July 15, 2025 will be exempted from compliance with the Bureau of Indian Standards (BIS).

Facilitation for integrated plants

Finished products manufactured by integrated steel plants (ISPs) will be exempted from mandatory compliance as long as their Bureau of Indian Standards (BIS) licenses are verified. Plants with pending licenses are required to submit their valid license list and declaration to the Steel Ministry via email.

However, the officials warned that facilities making false declarations will be banned from the Steel Import Monitoring System (SIMS) portal. The ministry is in the process of updating the portal to make it suitable for ISPs.
