India has decided to impose a definitive anti-dumping duty on imports of low ash metallurgical coke originating in or exported from Australia, China, Colombia, Indonesia, Japan, and Russia.

India's Ministry of Finance, Department of Revenue, has announced the imposition of a definitive anti-dumping duty on imports of low ash metallurgical coke originating in or exported from Australia, China, Colombia, Indonesia, Japan, and Russia.

Under Notification No. 18/2026-Customs (ADD), dated July 27, 2026, low ash metallurgical coke with an ash content of less than 18%, classified under HS codes 2704 00 10, 2704 00 20, 2704 00 30, and 2704 00 90, has been brought under the scope of the measure.

The decision follows the preliminary findings issued by the designated authority on November 14, 2025, the provisional anti-dumping duty imposed on December 31, 2025, and the final findings published on April 28, 2026.

The final investigation concluded that the products had been exported to the Indian market at dumped prices, causing material injury to the domestic industry, and that the injury resulted from the dumped imports.

Under the notification, definitive anti-dumping duties, expressed in USD per ton, will be imposed at different rates depending on the country of origin. In addition, exemptions will be granted for certain import categories in accordance with the conditions specified in the notification.

Unless revoked earlier, amended, or replaced following a new review, the definitive anti-dumping duty will remain in force for five years from the date the provisional anti-dumping duty entered into effect.

The notification also stated that no anti-dumping duty will be collected for the period between the expiry of the provisional measure and the day preceding the publication of the definitive measure.
