India imposes AD duty on welded pipes from Vietnam and Thailand

The Indian government has imposed a five-year anti-dumping duty on imports of welded stainless steel pipes and tubes from Vietnam and Thailand. The duties range between USD 246-307 per ton, depending on the manufacturer and the country of origin.

The investigation, which examined import data from April 2022 to March 2023, concluded that these products were being imported at prices below fair market value, causing significant injury to the domestic industry.

For imports from Thailand, a duty of USD 246 per ton will be applied, excluding products from I Stainless Steel Co Ltd. In Vietnam's case, a USD 307 per ton duty will be imposed, with exceptions for producers Sonha SSP and Steel 568 Co.

The anti-dumping investigation was initiated following complaints from the Delhi-based Stainless Steel Pipe and Tubes Manufacturer Association and the Stainless Steel Pipe & Tubes Manufacturers Association of Gujarat. Around 40 domestic producers, representing roughly half of India’s stainless steel pipes and tube production, provided relevant data for the inquiry.

In response to the investigation, foreign producers argued that the imported products were certified under the American Society of Mechanical Engineers: Bioprocessing Equipment (ASME-BPE) standards, which they claimed were not produced in India. They requested these specific imports be excluded from the anti-dumping scope.
