According to a notification issued by the DGTR on August 24, 2026, the authority reviewed submissions from interested parties regarding the product scope and PCN methodology in the investigation, which was initiated on June 25, 2026.
Product scope unchanged
Some interested parties requested that certain steel grades be excluded from the scope of the investigation. However, the domestic industry provided evidence that it produces, or has the production capacity to produce, these grades or equivalent products. As a result, the DGTR decided not to change the product scope established at the beginning of the investigation.
The investigation covers uncoated alloyed and non-alloyed hot-rolled flat steel products with a thickness of up to 25 mm and a width of up to 2,100 mm. Both hot-rolled coils and cut-to-length hot-rolled products are included, while hot-rolled flat products made of stainless steel are excluded.
The products are classified under HS tariff headings 7208, 7211, 7225 and 7226. The DGTR noted that these tariff classifications are indicative and do not determine the scope of the investigation.
PCN methodology also retained
Despite requests from some parties to modify the PCN methodology, the DGTR said that sufficient evidence supporting differences in costs and prices had not been provided. It therefore decided to continue applying the PCN methodology proposed at the initiation of the investigation.
The DGTR stated that the final product scope will be determined based on the information and evidence submitted during the investigation. Interested parties were also given 15 days from the publication of the August 24 notification to submit their questionnaire responses.
