The review, covering the period from May 1, 2023, to April 30, 2024, concluded that exports from Aperam Stainless Belgium N.V. (ASB) were not sold at less than normal value. As a result, U.S. importers will not be subject to additional duties.
The decision also closed the files of other Belgian producers previously included in the review due to lack of eligibility or request. The Department introduced a significant methodological change by replacing the previously used “Cohen’s d test” with a direct “price difference test.”
The ruling is expected to provide a competitive advantage for Belgian-origin products in the U.S. market, while the new methodology may serve as a precedent in future antidumping cases.
