US finds no dumping on imported steel pipes from HiSteel

The United States Department of Commerce announced the final results of the administrative review of the anti-dumping duty for the period 2022-2023 for thick-walled rectangular welded carbon steel pipes (HWRPT) imported from the Republic of Korea. The Ministry determined that these products were not sold at dumped prices in the US market during the period in question.

The review involved South Korea-based HiSteel Co., Ltd. (HiSteel). As a result of the investigation, the weighted average dumping margin of HiSteel's exports of thick-walled rectangular welded carbon steel pipe to the US was calculated as 0.00%. This decision revealed that the company's products were not sold below normal values and that there was no dumping.

The Ministry of Trade evaluated the comments and opinions received from the parties during the review process. Both HiSteel and US-based Nucor Tubular Products Inc. submitted briefs on the preliminary results. After considering all comments, the Ministry revised its final conclusions and confirmed that the dumping margin for HiSteel is zero.

In line with this decision, US Customs and Border Protection (CBP) will be instructed not to impose anti-dumping duties on imports of thick-walled rectangular welded carbon steel pipes from HiSteel.

The Ministry also announced that a zero dumping margin will be taken as the basis for calculating duties for products imported during the review period covering September 1, 2022 to August 31, 2023.

The products in question are widely used in construction, infrastructure and industrial projects. This decision by the Department of Commerce will support HiSteel's competitive position in the US market and reduce uncertainty in the import process.
