According to the decision published in the Federal Register, the investigation covered the period from January 1, 2022, to December 31, 2022, and determined that two Turkish producers and exporters benefited from countervailable subsidies.
As per the decision, the subsidy rate for Borusan Mannesmann Boru Sanayi ve Ticaret A.Ş. was found to be 1.55%, and for Çayırova Boru Sanayi ve Ticaret A.Ş., it was 1.01%.
Following the ruling, U.S. Customs and Border Protection (CBP) will impose additional duties on the relevant products in line with these rates. It is planned that liquidation instructions will be issued within 35 days of the publication of the final decision in the Federal Register.
The U.S. Department of Commerce shared all details of the process and calculation methods in the publicly available "Issues and Decision Memorandum." The decision is aimed at protecting the U.S. industry from unfair competition and ensuring a fair trade environment.
Parties have the right to appeal to the U.S. Court of International Trade within 90 days. In such cases, the imposition of duties may be suspended pending the court's decision.
