Due to the effects of the war, Ukraine's export conditions are subject to a number of restrictions. Only the available railways and roads can be used to transport goods to the Adriatic region because the Black Sea is closed to Ukraine.
The main goal of the plan put forth by the Italian government is to establish a logistics hub that will link Ukraine with Verona's intermodal Quadrante Europa port and, ultimately, with the seaports in northeastern Italy.
If the project is successful, it will aid Ukraine in regaining access to the sea and improve its ability to export.
