It has been decided to impose definitive anti-dumping measures on imports of certain “flat-rolled products of iron or non-alloy steel, tin-plated” originating from Germany, China, South Korea, Japan, and Serbia. The Communiqué on the Prevention of Unfair Competition in Imports, prepared by the Ministry of Trade, has been published in the Official newspaper and has entered into force.
Within the scope of the Communiqué, the anti-dumping investigation conducted on the products in question defined as tin-plated (tinplate) products originating from the aforementioned countries has been completed. As a result of the investigation, it was determined that imports of these products were dumped and caused injury to the domestic industry.
Based on these findings, it was decided to impose definitive anti-dumping measures on imports of the relevant products from Germany, China, South Korea, Japan, and Serbia into Türkiye. The regulation aims to protect domestic producers and ensure fair competition in imports.
The investigation concluded that imports of the products originating from the Federal Republic of Germany, the People’s Republic of China, the Republic of Korea, Japan, and the Republic of Serbia were dumped and caused material injury to the domestic industry. The investigation was conducted and finalized by the Directorate General for Imports of the Ministry of Trade.
Accordingly, with the decision of the Board for the Evaluation of Unfair Competition in Imports and the approval of the Minister of Trade, it was decided to impose definitive anti-dumping measures at varying rates, calculated on the CIF value, on imports of the relevant products into Türkiye.
According to the Communiqué, an anti-dumping duty of 5.53% will be applied to products originating from Germany produced by Thyssenkrupp Rasselstein GmbH, while the rate for other German producers has been set at 11.05%.
For products originating from the People’s Republic of China, definitive measures were set at 24.83% for Handan Jintai Packing Material Co., Ltd., 23.88% for Handan Steel Group Hengshui Cold Rolling Steel Co., Ltd., and 24.73% for Jiangsu Suxun New Material Co., Ltd. For other Chinese producers, the rate reaches up to 50.08% for certain product groups.
For products originating from the Republic of Korea, the anti-dumping duty was determined as 12.54% for KG Dongbu Steel Co., Ltd., and 16.28% for other producers.
For products originating from Japan, a definitive anti-dumping duty of 20.29% will be applied to Nippon Steel Corporation.
For products originating from the Republic of Serbia, an anti-dumping duty of 15.43% will be applied to HBIS Group Serbia Iron & Steel d.o.o. Beograd, while the rate for other producers has been set at 36.87%.
According to the Communiqué, customs authorities will collect the definitive anti-dumping duties at the specified rates on imports of the products in question under the free circulation regime. It was noted that, in practice, the applicable criteria will be the customs tariff positions listed in the current Turkish Customs Tariff Schedule and the product descriptions specified in the Communiqué.
The anti-dumping measures introduced under the regulation will remain in force for five years from the date of entry into force. If a sunset review investigation is initiated before the end of this period, the measures will continue to apply until the conclusion of the investigation.
