TRA expands UK steel safeguard review

UK Trade Remedies Authority (TRA) has today (March 26, 2025) expanded the scope of its safeguard review to ensure that new evidence submitted by the UK steel industry can be fully examined.

UK Steel, the trade association for the UK steel industry, submitted evidence to the TRA earlier this month that there have been changes in circumstances that may warrant changes to the tariff rate quotas already in place. The TRA decided to examine this new evidence as part of its ongoing review of developing countries not covered by safeguard measures.

UK Steel reported that certain categories of steel (categories 4, 7 and 13), including metallic coated sheets, quarto plate and rebar, are controlled and consumed by certain countries. TRA obtained data showing that there are other categories. TRA reported that its data also covers organic coated sheets, wire rod, angle iron and sections (categories 5, 16, 17 and 21).

UK Steel noted that demand has fallen in both the UK and China, but that between 2018 and 2023, the decline in China was 3% compared to 16% in the UK, so the safeguard does not effectively protect the UK steel industry.

The TRA will consider in the coming days whether the tariff quotas on certain steel products should be changed. Once the review is complete, a draft recommendation will be published and a final recommendation will be submitted to the Secretary of State for Trade after consultation.

Under the expanded review, interested parties can register or submit updated comments through the TRA's public dossier until April 9, 2025.
