The U.S. has changed its anti-dumping decision on steel imports from Italy

The U.S. Court of International Trade (CIT), in its final decision on September 3, 2025, modified the results of the U.S. Department of Commerce’s 2020–2021 anti-dumping (AD) administrative review on certain carbon and alloy steel cut-to-length (CTL) plates from Italy.

The U.S. has changed its anti-dumping decision on steel imports from Italy

The decision was made within the scope of the lawsuit filed following the appeal by Officine Tecnosider SRL (OTS). The court reviewed the Department of Commerce’s justifications regarding the application of its three-month cost methodology and requested a recalculation of the dumping margin assigned to OTS.

With this modification, the weighted-average dumping margin for OTS was set at 0.00%. However, the Department noted that the company’s current cash deposit rate is based on previous reviews and, therefore, it will not issue a new instruction.

The U.S. Department of Commerce announced that the decision was issued in accordance with the requirements set forth in the Timken case and that liquidation will be suspended until the final determination is confirmed.
