The investigation, covering the period from May 1, 2023, to April 30, 2024, found that Turkish-origin products were not sold below normal value in the United States.
Additionally, the investigation was terminated for three Turkish companies—Noksel Çelik Boru Sanayi AŞ, Tosçelik Profil ve Sac Endüstri AŞ, and Tosçelik Spiral Boru Üretim AŞ—that had previously requested an investigation but withdrew their requests in a timely manner. The U.S. Department of Commerce made this decision in accordance with 19 CFR 351.213(d)(1) because no further requests were received regarding these companies.
The Department also canceled the administrative review for companies with no suspended product entries in U.S. Customs and Border Protection (CBP) records for the period in question. Within this scope, it was decided to exempt seven companies, including Çağıl Makina Sanayi ve Ticaret AŞ, Çimtaş Boru İmalat Ticaret Ltd. Şti., Erciyas Çelik Boru Sanayi AŞ, Mazlum Boru, Özbal Çelik Boru, Spiral Kaynaklı Çelik Boru AŞ, and Ümran Çelik Boru Sanayi AŞ, from the investigation.
While the relevant parties were invited to comment on the preliminary decisions announced, no opinions have been submitted to date. The Ministry of Trade will announce its final decision on the matter in the coming period.
