During the review covering the period from December 1, 2022, to November 30, 2023, it was determined that the producers and exporters under review did not sell the products in question below normal value. According to the final results, the weighted average dumping margin for the companies concerned was determined to be 0.00%.
These final results became effective as of January 2, 2026.
Background and timeline of the investigation
The U.S. Department of Commerce published the preliminary results of the administrative review on April 23, 2025, inviting interested parties to submit comments and observations. Following the preliminary results, the Post-Preliminary Analysis Report was made public on July 22, 2025.
The timetable for announcing the final results was postponed for various reasons during the process. On August 14, 2025, the Department of Commerce extended the deadline for final results to September 11, 2025. Then, on September 9, 2025, this deadline was extended once again to October 17, 2025.
In light of these developments, the final deadline for the final results was set as December 29, 2025.
Following the publication of the preliminary findings, some calculation adjustments were made for SeAH Steel Corporation and Hyundai Steel Pipe Company, Ltd. based on the re-examination of records and the petitions and counter-arguments submitted by the relevant parties. However, these adjustments did not lead to any revision in the calculated dumping margins for the companies in question.
According to the final results of the investigation, the estimated weighted average dumping margins for the period December 1, 2022 – November 30, 2023, were determined to be 0.00% for the following producers and exporters:
- Husteel Co., Ltd: 0.00%
- Hyundai Steel Pipe Company, Ltd: 0.00%
- NEXTEEL Corporation: 0.00%
- SeAH Steel Corporation: 0.00%
The U.S. Department of Commerce announced that it plans to disclose the final calculations for SeAH and Hyundai Pipe to the relevant parties within five days of the final results being made public.
The Department of Commerce plans to send assessment instructions to CBP no earlier than 35 days after the final results are published in the Federal Register. If a case is filed with the U.S. International Trade Court, CBP is expected to refrain from liquidating the relevant entries for 90 days after publication.
