The U.S. Department of Commerce (DOC) has implemented the final results of the expedited first five-year sunset review, effective as of July 6, 2026.
The DOC initiated the first five-year sunset review of the relevant anti-dumping duties on March 2, 2026.
During the review process, U.S. producer Vallourec Star LP participated as a domestic interested party by submitting a notice of intent to participate. No substantive responses or defenses were submitted by exporters or foreign producers. Accordingly, the Department completed the review under the expedited 120-day procedure in accordance with U.S. Customs regulations.
The review covers seamless carbon and alloy standard, line, and pressure pipes originating from the Czech Republic, South Korea, Russia, and Ukraine.
The Department of Commerce determined that revocation of the existing anti-dumping duty orders would likely result in the continuation or recurrence of dumping practices.
According to the final determination, the weighted-average dumping margins that will remain in effect have been established at 51.70% for the Czech Republic, 4.48% for South Korea, 209.72% for Russia, and 23.75% for Ukraine.
