According to the circular published on September 16, 2025, the validity period of documents for the production of hot-rolled long products (wire rod, rebar, bars, profiles, etc.) from steel billets and hot-rolled flat products from steel slabs has been set at 4 months. Documents for which advanced processing activities such as cold rolling, peeling, or coating are envisaged may be issued for a period of 6 months. However, the validity period of documents covering both hot rolling and advanced processing activities will be limited to the 4 months envisaged for hot rolling.
According to the circular, additionally;
For hot-rolled sheet steel made of non-alloy steel (GTP 7208) documents, if the quantity of the product in question exceeds 50% of the total product quantity in the document, the period will be applied as 6 months.
The same criterion will apply to documents for steel film products (GTP 7213, 7221, 7227).
The duration of certificates issued for the production of international project contractors, manufacturers, and exporters for the project may be determined for the duration of the project.
The duration of certificates issued in other sectors is expected to be 9 months.
The circular also emphasizes that a certain percentage of imported goods must be sourced domestically. Accordingly, during the issuance of the DIIB, the goods in question and the minimum domestic purchase ratio will be recorded in the special conditions section and checked during the closing of the commitment account. If the amount procured domestically falls below the amount of imported goods required for export, the penalties stipulated in the relevant articles of the 2006/12 Communiqué will be applied.
The minimum domestic purchase rates are determined as follows:
Billet of iron or non-alloy steel (GTP 7207): 25%
Steel wire rod (GTP 7213, 7221, 7227): 25%
Slabs of iron or non-alloy steel (GTP 7207): 25%
Hot-rolled coils of iron or non-alloy steel (GTP 7208): 25%
