The Ministry of Trade has ruled that low-priced imports below quality standards from certain Far Eastern countries, particularly China, have led to unfair competition in the domestic market, and has decided to impose an anti-dumping duty of 3.95% on the products in question.
With the decision coming into force, it is expected that competitive conditions in the sector will become fairer and that domestic production will be strengthened.
Kibar Holding CEO Haluk Kayabaşı stated that the decision represents a critical turning point for the domestic steel industry, noting that proactive and lasting measures against dumped imports will pave the way for new investments.
Kayabaşı emphasized that stainless steel is among the strategic and indispensable inputs of modern industry, stating that it plays a key role in many high value-added sectors ranging from automotive and healthcare to food, energy, kitchen equipment, and the defense industry. He noted that dumped prices observed in products originating from Asia and the Far East not only distort the competitive environment but also weaken the investment capacity of domestic producers.
Kayabaşı stated that the anti-dumping decision taken by the Ministry of Trade has created a strategic shield of protection for domestic producers, expressing his belief that this step will contribute to Türkiye achieving sustainable growth in stainless steel. Emphasizing that protective trade policies set precedents worldwide, he said that anti-dumping measures would be the key to unlocking new investments.
Noting that a new era has begun for Türkiye’s stainless steel sector, Kayabaşı pointed out that current domestic production meets only one-third of the industry’s growing demand. He added that Türkiye’s annual consumption of cold-rolled stainless steel stands at around 400,000–450,000 tons, with imports accounting for approximately 80% of this consumption.
Kayabaşı emphasized that together with another domestic producer, they have the capacity to meet approximately 90% of domestic market demand, noting that strengthening local production is of great importance both in terms of reducing the current account deficit and ensuring the strategic independence of industry.
He stated that following the implementation of anti-dumping measures, increases in production, higher capacity utilization rates, and opportunities for lower-cost manufacturing would emerge, adding that this would also lead to growth in employment and the workforce. Pointing out that investment appetite would be revitalized, Kayabaşı said that a strong industrial ecosystem would pave the way for permanent investments and value-added production.
Highlighting that stainless steel is one of the backbone sectors of Türkiye’s growing industry, Kayabaşı noted that this step would position Türkiye not only as a consumer, but as a country that becomes a regional production hub.
