The Ministry of Industry and Construction of the Republic of Kazakhstan has published a new draft normative legal act (NHA) entitled “Issues of Regulation of Export of Certain Types of Steel Billets” on the “Open NHA” portal. The draft was prepared in accordance with the minutes of the meeting of the Intergovernmental Commission dated April 30, 2025.
The regulation provides for a six-month ban on the export of products from the territory of Kazakhstan to countries outside the Eurasian Economic Union, according to the EAEU foreign economic activity commodity classification (FECAC) codes 7206 iron and non-alloy steel in ingot or other primary form (except iron with code 7203) and 7207 semi-finished products of iron or non-alloy steel. The ban covers iron and non-alloy steel products in ingot or primary form and semi-finished steel products.
The ministry aims to encourage domestic metallurgical enterprises and increase the production of high value-added products in the steel industry. If the draft is adopted, no negative legal or socio-economic impacts are foreseen. It is reported that the draft is open to public consultation and will be finalized after the evaluation process.
