According to a joint statement by Japan's Ministry of Economy, Trade and Industry (METI) and the Ministry of Finance (MOF), provisional antidumping duties ranging from %3.6 to %42.1 will apply between July 9 and November 8, 2026.
The decision entered into force after being published in the Official Gazette on July 8, 2026. The measure covers products originating in or exported from the People's Republic of China and the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu. Hong Kong and Macao are excluded from the scope of the measure.
Dumped imports found to have injured domestic industry
METI and the MOF launched the antidumping investigation into the products on July 22, 2025. Following the investigation, the authorities made a preliminary determination that dumped imports existed and had caused material injury to Japan's domestic industry. The preliminary findings were announced through Ministry of Finance Notification No. 177 dated June 19, 2026.
Subsequently, on June 23, 2026, the Council on Customs, Tariff, Foreign Exchange and Other Transactions concluded that imposing provisional antidumping duties on the products from China and Taiwan was appropriate. Based on this recommendation, the Japanese government implemented the provisional measure.
Measure covers nickel bearing stainless steel products
The measure applies to cold rolled stainless steel coils, sheets, and strips containing at least 10.5% chromium and more than 0.6% nickel by weight.
The products are classified under Japan's Customs Tariff Schedule HS codes 7219.31, 7219.32, 7219.33, 7219.34, 7219.35, 7219.90, 7220.20, and 7220.90. However, the authorities stated that the product description, rather than the tariff classification, will determine whether the measure applies.
