The decision is based on notification 32/2025-Customs (ADD), which accepts the positive final determination issued by the Ministry of Commerce and Industry, India, on 13 August 2025.
The products concerned include uncoated or non-coated flat steel products with a thickness not exceeding 25 mm and a width not exceeding 2100 mm. Stainless steel products are excluded. These products are classified under Indian Customs Codes 7208, 7211, 7225, and 7226.
The Ministry has set the anti-dumping duties for a period of five years as follows:

Hoa Phat Dung Quat Steel JSC: USD 0 per ton

Other Vietnamese producers: USD 121.55 per ton
The duties became effective on the date the notification was published in the Official Gazette.
This decision follows an anti-dumping investigation initiated in response to an application by the Indian Steel Association (ISA). The investigation covered the period 1 January 2023 to 31 March 2024 for dumping and four separate periods from 1 April 2020 to 31 March 2024 for injury analysis. The Ministry of Commerce and Industry, India, announced its positive final determination on 13 August 2025.
The measure aims to support domestic steel production in India and prevent price distortions caused by imports.
