Import rules updated: Customs duties and procedures changed for thousands of items

The 2026 Import Regime, prepared by the Ministry of Trade, was published in the Official newspaper and has come into force.

Comprehensive changes have been implemented in the 2026 import regime, including the opening of tariff quotas for numerous products and updates to additional customs duties and other financial obligations. Under the new regulations, the tax burden on imports from outside the European Union (EU) has increased for many product groups.

As part of the regulations, starting from January 1, additional customs duties of up to 48% began to be applied on imports of 4,344 products from non-EU origins. Updates to import duties and practices affected a total of 324 Customs Tariff Statistical Positions (HS codes) across 21 chapters. During this process, customs duty rates were increased for certain product groups, while reductions were applied to a limited number of HS codes.

Customs duty rates were increased by 3 to 14 percentage points for 8 HS codes under tariff positions 7225, 7228, 8528, and 8529. Conversely, customs duty rates for 2 HS codes under tariff positions 7225 and 7226 were reduced by 6 percentage points.

The scope of additional customs duties has also been expanded. New duties were introduced for products classified under 167 HS codes that were previously exempt from additional customs duties. Additionally, 15 HS codes that had been subject to additional duties in the past and later exempted were brought back under the scope. For 3 of these products, the additional customs duty rates were raised above previous levels, while for 12 products, the rates remained the same or were reduced. Furthermore, additional customs duty rates were increased by 2.4 to 15 percentage points for 219 HS codes. For the product classified under HS code 8477.10.00.00.00, the additional customs duty rate was reduced by 10 percentage points.

Tariff quotas have been introduced for certain products. A total of 27 products, including batteries and lithium cells, can be imported duty-free until February 1, 2027. For textile products that are plastic-coated, impregnated, laminated, or otherwise plastic-treated, a duty-free import quota of 8 million square meters has been granted. Duty-free imports under this quota can be made until December 31, 2026.Additionally, it has been planned that a total of 40,725 tons of imports, including certain organic chemical products and aluminum sheets, can be imported duty-free during the period from February 16 to December 31, 2026.

Comprehensive updates have also been made to additional financial obligations. For product groups such as marble, granite, chemicals, plastics and rubber, textiles, footwear, glass, ceramics, and imitation jewelry, additional financial obligations have been set ranging from 3.2% to 39%. For iron and non-alloy steel products, copper, aluminum, and household goods made of ordinary metals, the rates range from 5% to 48%, while for electrical machinery, nuclear reactor components, and machine parts, the rates are set between 1.6% and 25%.

For vehicles, motor vehicle parts, motorcycles, and bicycles, additional financial obligations are set at 5%–30%, while for furniture, toys, household goods, and various consumer products, the rates range from 4.5% to 25%. For certain motor vehicles classified under tariff position 87.03 and originating from China, the additional financial obligation has been updated to apply at the higher of 50% or a minimum of USD 9,500 per unit.

Surveillance measures have also been expanded. Through a total of 36 notifications, forward-looking surveillance has been introduced for the import of 172 products. It has been decided that customs duties will be calculated based on the established reference prices, even if imports are made below these prices. In addition, the reference prices for some products previously subject to surveillance have been updated. Reference prices have been set per kilogram, ton, or unit for products including iron and steel, marble, furniture, electrical household appliances, batteries, profiles, and various industrial goods.

The conditions for preferential imports under the Generalized System of Preferences (GSP) have also been revised. According to the new rules, if imports from a specific country reach 13% of the previous year’s imports in the relevant sector, preferential treatment may be withdrawn. In addition, the suspension of preferences is foreseen under certain conditions.

For the import of used and refurbished goods, a permit requirement has been introduced. Permit applications will be submitted electronically, and permit certificates will be valid for six months. Products covered under this requirement include internal combustion engines, electric motors, generators, and certain metal and rubber goods.
