Germany launches 6 billion euro industrial decarbonisation programme

German Economy Minister Katherina Reiche on Monday announced a 6 billion euro (7 billion dollar) funding initiative aimed at promoting industrial decarbonisation. The program includes carbon capture and storage (CCS) technology in the country’s climate protection contracts for the first time.

The program targets energy-intensive sectors such as chemicals, steel, cement, and glass. Companies must register their projects by 1 December for next year’s tender process. The auction is planned to start in mid-2026, subject to parliamentary budget approval and EU state aid clearance.

This new round represents a significant expansion compared to last year’s program, now including CCS technology. Under 15-year contracts, the government will subsidize companies’ transition to cleaner production methods, protecting them from volatile energy and carbon prices.

Contracts will be awarded through competitive tenders, prioritizing projects that achieve the lowest CO2 savings per ton. Subsidized companies will be required to meet binding emissions reduction targets.

Industry groups welcomed the inclusion of CCS and the flexible approach, emphasizing the need for pragmatism to balance climate goals against economic challenges such as high energy costs and declining industrial performance.
