Recycling Europe emphasized in a statement that open and barrier-free markets for recycled materials must be preserved, noting that the “Made in Europe” policy is critical to strengthening Europe’s industrial base, securing the supply of strategic raw materials, and achieving the EU’s Circular Material Use Rate (CMUR) target of 24% under the Clean Industrial Deal.
Maria Vera Duran, Policy Director at Recycling Europe, stated that all recycled materials produced by European recyclers are already “Made in Europe,” as they are derived from waste collected, sorted, and processed within the EU. Duran said that recognizing this reality through a “Made in Europe” preference policy would be a simple yet effective step toward enhancing Europe’s industrial resilience.
The organization stressed that the “Made in Europe” approach should be supported by incentives under the upcoming Industrial Accelerator Act, the revision of EU public procurement rules, and the new Circular Economy Act. These measures, it said, would promote wider use of recycled materials in products and value chains, improve raw material supply security, and strengthen the competitiveness of European industry.
The statement also recalled that recycled materials generally have a significantly lower carbon footprint than primary raw materials, noting that this approach would accelerate the decarbonisation process. Recycling Europe called on EU policymakers to encourage the use of recycled materials through green public procurement, product design requirements, and new industrial and circular economy legislation.
Duran added that incentives are far more effective than restrictions and said the process should also be supported by the simplification of EU rules. This, she noted, would help strengthen circular value chains and facilitate easier access to markets.
