According to a statement from the state government, the plant to be established in Nakkapalli, Anakapalli district of Andhra Pradesh, will have an installed capacity of 8.2 million tonnes per annum (MTPA) and will be backed by a total investment commitment of ₹1.5 lakh crore (approximately USD 18 billion). The initiative stands out as India’s largest greenfield steel manufacturing project to date.
The project is planned to be implemented in multiple phases. In the first phase, an integrated steel capacity of 8.2 MTPA is targeted, while the final expansion is expected to reach 24 MTPA. The statement noted that the facility will be equipped with energy-efficient and low emission technologies that meet global standards in sustainability and carbon management.
Once fully operational, the plant is expected to become one of the core industries of the Andhra Pradesh Industrial Corridor. The investment aims to stimulate the growth of steel based downstream units, machinery manufacturing clusters, and logistics networks along the state’s northern coastal region.
AMNS, a joint venture between ArcelorMittal and Japan’s Nippon Steel, initiated formal engagement with the Andhra Pradesh government in August 2024 to establish a world-class steel manufacturing hub. Within three months, the state government completed the necessary land allocation and launched a single-window facilitation process to ensure the company could swiftly obtain all required legal and environmental approvals.
The official statement read, “With today’s recommendation from the Ministry of Environment and Forests, all major approvals for the project have been completed within just 14 months. This represents a record timeline, demonstrating the state’s effective project management and proactive investment promotion ecosystem.”
ArcelorMittal CEO and AMNS Managing Director Aditya Mittal shared his remarks on the project, stating:
“We are highly appreciative of the Andhra Pradesh government’s support in land allocation, transfer processes, and in facilitating the necessary resources and approvals to realize this world-class project. Our vision is not merely to build a steel plant, but to create a new hub for innovation, sustainability, and job creation within India’s steel sector.”
State Minister for Information Technology Nara Lokesh stated that the AMNS project reflects Andhra Pradesh’s commitment to “speed, transparency, and efficient governance,” adding:
“This project will transform the economic landscape of coastal Andhra Pradesh, create hundreds of thousands of jobs, and significantly boost local manufacturing, exports, and skill development.”
The foundation stone for the AMNS plant will be laid during the CII Partnership Summit to be held in Visakhapatnam on November 14–15, 2025, with the participation of leading global CEOs, policymakers, and industry leaders.
The state government expects the project not only to accelerate major infrastructure development in the region but also to strengthen the Vizag–Anakapalli–Kakinada industrial corridor and reinforce India’s position as a global player in sustainable steel production.
