The Trade Processing and Trade Remedies Unit under Egypt’s Ministry of Investment and Foreign Trade organized a public consultation meeting with all stakeholders regarding temporary measures on hot-rolled steel flat imports. The meeting followed an investigation that began on 27 April 2025.
The investigation was launched in response to the sudden increase in import volumes and its impact on the local industry, as well as requests from affected manufacturers. With the approval of the Ministry and the Advisory Committee, temporary safeguard duties were implemented from 14 September 2025 for a period of 200 days. Authorities emphasized that these measures are not intended to close the market to imports but to ensure fair access.
The unit is currently conducting four separate investigations:
Anti-dumping investigation on cold-rolled, galvanized, and coated steel flats imported from Turkey and China,
Safeguard investigation on cold-rolled, galvanized, and coated steel flats from all countries,
Safeguard investigation on hot-rolled steel flat imports,
Safeguard investigation on billet imports from all countries,
Authorities stressed that these investigations are independent and can be conducted in parallel even if they involve similar products. They also noted that the measures are expected to have only a limited effect on end-product prices and will not significantly affect consumers.
Previously, on 19 January 2025, Ezz Steel and Suez Steel filed complaints stating that the increase in hot-rolled steel imports had harmed the local industry. The evidence was verified and the complaints were accepted. The investigation authority confirmed the data and submitted a report to the Advisory Committee on 22 April 2025. The committee approved the investigation, and the Minister also accepted the recommendation.
