Continuation of the anti-dumping measure in stainless steel gave reassurance to domestic producers

The Ministry of Trade extended the duration of the existing anti-dumping measures on stainless steel pipe imports for another 5 years in order to protect the domestic industry and prevent unfair competition. The decision was published in the Official Gazette and entered into force, drawing positive reactions from sector representatives.

An appeal was filed claiming that the risk of dumping and damages would come to the agenda again if the existing measures applied on the import of stainless steel pipes ended, upon which the Ministry of Trade initiated a final review investigation. As a result of the investigation, it was concluded that the dumping threat persisted and domestic producers would continue to be harmed, and it was decided that the measures in question would remain in force.

Commenting on the issue, Veysel Yayan, Secretary General of the Turkish Steel Producers Association (TÇÜD), emphasized that the decision is of strategic importance not only in terms of protecting existing producers, but also in terms of Türkiye's vision of reducing external dependence in industry. “This decision will prevent idle investments and contribute to strengthening production capacity,” Yayan stated.

Yayan noted that stainless steel production in Türkiye continues without fully integrated facilities, but serious investments have recently been planned in this field. Among these investments, the USD 1.2 billion integrated plant project with an annual capacity of 600,000 tons announced by Mehmet Fatih Kacır, Minister of Industry and Technology, stands out, while China's Yongjin Group's 400,000-ton cold rolling investment and Sarıtaş Paslanmaz Çelik's 800,000-ton capacity plant plan are seen as capable of making Turkey a strong player in this field.

Yayan reminded that Türkiye imports between USD 2 and 2.5 billion worth of stainless steel annually, which increases the foreign trade deficit and weakens the competitiveness of domestic producers. Pointing out that stainless steel is a high value-added product, Yayan stated, “Technological independence in this field is of vital importance not only economically but also strategically.”

Noting that the decision will strengthen the hand of domestic producers, sector representatives expressed that they welcome the continuation of the measures in order to prevent price pressure and market imbalances caused by dumped products.
