The meeting was chaired by CPC General Secretary Xi Jinping, who presented the plan’s economic and social development objectives.
According to the communique, China aims to build on the economic and social achievements of the 14th Five-Year Plan and achieve a basic level of socialist modernization by 2035 with the 15th Five-Year Plan. China plans to prioritize economic growth, structural reforms, and technology-driven industrialization, while also strengthening the domestic market and increasing self-reliance in strategic sectors. This approach is intended to both enhance China’s global competitiveness and ensure sustainable development.
Key economic and industrial objectives of the plan

Modern industrial system and strengthened real economy: Modernization will be promoted in steel, energy, construction, and machinery industries.

Science and technology self-reliance: Artificial intelligence, advanced manufacturing, and high-tech equipment will be priority areas.

New productive forces: Smart manufacturing, automation, and environmentally friendly processes will be supported.

Strong domestic market: Infrastructure and production projects will boost domestic consumption and support steel and industrial demand.

Green transition: Environmentally friendly and sustainable production processes will be expanded.

Regional development and coordination: Industrial facilities will be developed in a balanced and planned manner.
The meeting also included decisions on national security, agricultural and rural modernization, cultural development, and improving public well-being. The CPC called on the entire party and population to unite under Xi Jinping’s leadership and work together to achieve the 15th Five-Year Plan targets.
In addition, it was reported that Chinese Vice Premier He Lifeng will hold trade talks with the United States in Malaysia from 24–27 October.
