The two-year plan, jointly prepared by the Ministry of Industry and Information Technology and four public institutions, emphasizes that the steel sector should restore the balance between supply and demand and avoid cutthroat competition.
The plan includes measures such as tightening controls on steel production, classifying and evaluating producers in more detail, and banning the addition of new capacity. It also calls for the rapid decommissioning of old furnaces and converters.
According to the directives, by the end of 2025, more than 80% of China’s steel production capacity is expected to have completed ultra-low emission upgrades.
