Canada reviews anti-dumping decision on hot-rolled steel plates from Ukraine

The Canadian International Trade Tribunal (CITT) has announced that it has initiated an expiry review of the current anti-dumping order on certain hot-rolled carbon steel plates originating in or exported from Ukraine.

This review aims to determine whether the expiry of the existing order would likely lead to the continuation or resumption of dumping of hot-rolled carbon steel plate and high-strength low-alloy steel plate from Ukraine, and whether such dumping would likely cause injury to the domestic industry.

The Canada Border Services Agency (CBSA) will assess, by no later than January 2, 2026, the likelihood of dumping resuming or continuing. If the CBSA makes a positive determination, the Tribunal will then decide whether the continued or resumed dumping would be likely to injure the Canadian domestic industry by June 11, 2026.

The Tribunal, an independent quasi-judicial body that reports to Parliament through the Minister of Finance, is responsible for hearing cases on dumped and subsidized imports, safeguard complaints, procurement appeals involving federal government contracts, and appeals of customs and excise decisions. It also provides advice and recommendations to the federal government on economic, trade, and tariff matters when requested.

Any interested individuals, associations, or governments wishing to participate in the Tribunal’s expiry review process may do so by submitting Form I — Notice of Participation.
