Brazil launches dumping investigation into thin plates from Germany, Japan and the Netherlands

The Brazilian Foreign Trade Secretariat (SECEX) has initiated a new anti-dumping investigation into imports of thin metal sheets originating from Germany, Japan, and the Netherlands. The investigation covers sheets made of alloyed or non-alloyed carbon steel with a thickness of less than 0.5 mm. These products are widely used in various applications such as food packaging, aerosol cans, and containers for paints and cosmetics.

The investigation was launched following a complaint filed in October 2024 by Companhia Siderúrgica Nacional (CSN), one of Brazil's leading steel producers. CSN claims that imports from the mentioned countries have caused unfair competition and inflicted damage on domestic producers. The company had previously filed a similar complaint against Chinese-origin products, which led to the imposition of provisional anti-dumping measures.

SECEX aims to conclude the investigation within 18 months. During this period, the active participation of importers, exporters, and other stakeholders may influence the outcome. Interested parties can apply to take part in the investigation and submit their comments within specified deadlines.

This development is seen as part of Brazil’s broader efforts to protect its domestic industry. The influx of low-priced steel products, particularly from China, has increased competitive pressure on the Brazilian steel sector. CSN argues that such imports are harming local manufacturers and urges the government to implement further protective measures.
