The Brazilian government has launched an anti-dumping investigation into carbon steel wire rods originating from China and Russia. The Secretariat of Foreign Trade (SECEX) under the Ministry of Development, Industry, Foreign Trade, and Services of Brazil officially announced the investigation through Circular No. 44/2025, published on June 17, 2025, following an application submitted on October 31, 2024, by domestic producers including ArcelorMittal Brasil S.A., Gerdau Açominas S.A., and Gerdau S.A.
The investigation covers carbon steel wire rods classified under Mercosur tariff codes 72139110, 72139190, 72139910, 72139990, 72279000, 72132000, and 72272000. The period under review for dumping practices spans from July 2023 to June 2024, while the injury assessment to the domestic industry covers the period from July 2019 to June 2024.
SECEX has requested that interested parties submit their statements via the electronic information system within 20 days from the publication date. Additionally, it was noted that a hearing may be requested within five months from the initiation of the investigation.
This measure is seen as an important step in Brazil's efforts to protect its domestic steel industry against unfair competition.
