The investigation was initiated following an application by leading Mexican steel producer Ternium México, S.A. de C.V. The company alleged that HRC imports from China and Vietnam were being sold at prices below fair market value, causing serious harm to the domestic industry. Major Chinese producers under investigation include Ansteel Group and Baosteel, while Vietnamese producers include Formosa Ha Tinh and Hoa Phat Group. In 2024, Vietnam exported more than 260,000 tons of hot rolled steel to Mexico.
Scope of the Investigation
The investigation covers imports of flat products up to 25.4 millimeters thick made of iron or carbon steel between September 2023 and August 2024.
