EU lowers anti-dumping duty on Egyptian hot-rolled steel to 11.7%

The European Commission has reduced the anti-dumping duty on hot-rolled steel imports from Egypt from 12.8% to 11.7% for a period of five years.

The European Commission announced that it has lowered the anti-dumping duty on hot-rolled steel products imported from Egypt from the previously set provisional rate of 12.8% to 11.7%. The new rate will apply for the next five years.

According to data shared by the Commission, between 741,000 and 906,000 tons of hot-rolled steel products were imported from Egypt into EU member states during the investigation period. This volume represents approximately 2.2% to 2.7% of the EU’s apparent steel consumption.

The investigation was initiated on August 8, 2024, following a complaint filed by the European Steel Association. A provisional duty was introduced in April 2025, and after further assessment, the rate was finalized and made permanent.

The duty will apply uniformly to all exporters, including Egypt’s largest steel producer, Ezz Steel.

Egypt opposed the imposed duties, arguing that its market share in the EU remains limited and its production capacity is constrained. However, the Commission concluded that even current import levels have a notable impact on the market and approved the final duty rate accordingly.
