EU begins anti-dumping investigation into CRF imports from India, Japan, Taiwan, Türkiye and Vietnam

The European Commission has launched an anti-dumping investigation into certain cold-rolled flat steel products (CRF) originating from India, Japan, Taiwan, Türkiye and Vietnam following a complaint filed by the European Steel Association (EUROFER).

In a complaint filed on August 4, 2025, EUROFER alleged that CRF imports from these countries were sold at dumped prices, harming the Union steel industry. The Commission stated that the complaint was submitted on behalf of EU producers and provided sufficient evidence to launch the official proceedings.

Product scope of the investigation

The investigation covers cold-rolled, flat-rolled products of iron or non-alloy steel, or certain alloy steels (excluding stainless steel), that are uncoated and not further processed. However, it excludes: Flat-rolled products of iron or non-alloy steel, of any width, cold-rolled (cold-reduced), uncoated, not further worked than cold-rolled, whether in coils or not, of any thickness, electrical, Flat-rolled products of iron or non-alloy steel, of any width, cold-rolled (cold-reduced), uncoated, in coils, of a thickness of less than 0.35 mm, annealed (known as “black plates”), Flat-rolled products of other alloy steel, of any width, of silicon-electrical steel, Flat-rolled products of alloy steel, not further worked than cold-rolled (cold-reduced), of high-speed steel.

The allegedly dumped products are those originating from India, Japan, Taiwan, Türkiye and Vietnam (“the countries concerned”), currently falling under CN codes ex 7209 15 00, 7209 16 90, 7209 17 90, 7209 18 91, ex 7209 18 99, ex 7209 25 00, 7209 26 90, 7209 27 90, 7209 28 90, 7211 23 30, ex 7211 23 80, ex 7211 29 00, 7225 50 80, 7226 92 00 (TARIC codes 7209 15 00 90, 7209 18 99 90, 7209 25 00 90, 7211 23 80 19, 7211 23 80 95, 7211 23 80 99, 7211 29 00 19, 7211 29 00 99). CN and TARIC codes are provided for information only and do not prejudice any subsequent changes in tariff classification. The scope of this investigation is subject to the product definition set out in Section 2.

Allegations of dumping and injury
The complaint claimed that import prices from the five countries remained below domestic price levels, which adversely affected the sales volume, price levels, market share and financial performance of EU producers. Evidence was also submitted regarding distortions in raw material prices, such as iron ore and scrap, in India and Vietnam due to export taxes and restrictions.

Next steps in the procedure
The Commission will assess dumping and injury based on data covering the period from July 1, 2024 to June 30, 2025. For injury evaluation, trends from January 1, 2022 to the end of the investigation period will be considered.

If the investigation confirms the dumping and injury claims, and taking into account the Union interest test, anti-dumping duties may be imposed on CRF imports from the countries concerned.
