Egypt launches protective measures against hot-rolled flat steel imports

Egypt has launched protective measures against the increase in imports of hot-rolled flat steel. The Ministry of Investment and Foreign Trade published the decision in the Official Gazette to protect the domestic industry. The decision, in line with the 1998 law and regulations, was taken following a complaint that imports were harming domestic producers.

The Egyptian Official Gazette announced the launch of protective measures against the increase in imports of hot-rolled flat steel through the Ministry of Investment and Foreign Trade Announcement No. 6 of 2025, published in Annex A, No. 93 of April 27, 2025. This decision was announced as part of a series of measures to protect Egypt's national economy.

The decision was taken in accordance with the provisions of Law No. 161 of 1998 on the Protection of the National Economy from the Effects of Harmful Practices in International Trade and amendments to its regulations. The Minister of Investment and Foreign Trade approved the implementation of measures against the increase in imports of hot-rolled flat steel products on April 22, 2025.

On January 19, 2025, Al-Ezz Dekheila Steel Company and Al-Ezz Flat Steel Production Company, representatives of the domestic industry in Egypt, filed an application with the Commercial Processing Sector, claiming that the increase in imports of hot rolled flat steel is causing serious damage to domestic producers. The companies requested an investigation, stating that the increase in imports negatively affected the domestic industry and threatened the national economy.

As a result of the assessment made by the Investigation Authority, it was decided that the evidence presented in the complaint was sufficient and the complaint should be accepted. Accordingly, the Investigation Authority prepared a report to be submitted to the Advisory Committee on April 22, 2025 and the committee approved the recommendation to initiate an investigation.

Following these developments, the decision taken by the Ministry of Investment and Foreign Trade was published in the Official Gazette and the necessary steps for the implementation of preventive measures began to be taken.
