ECAS mandatory for rebar in Abu Dhabi

Companies producing and importing rebar in Abu Dhabi will be obliged to obtain ECAS certification under the 2023 Cabinet Decree. Implementation starts in May and inspections will be carried out by the Ministry of Industry and Advanced Technology.

The Abu Dhabi Department of Economic Development (ADDED) has informed companies involved in the production or import of rebar and related products about Cabinet Decree No. 121 of 2023.

The decision covers the UAE Rebar System, which aims to ensure that rebar used in construction projects conforms to UAE-approved standards.

According to ADDED's statement, companies producing carbon steel bars used in reinforced concrete structures and billets and coils used in the production of these bars will have to obtain the UAE Certificate of Conformity (ECAS). Product conformity inspections will be carried out by the Ministry of Industry and Advanced Technology (MoIAT).

The decision covers producers, importers, agents, retailers, main and sub-distributors and all parties responsible for the import of these products.

ADDED asked companies to comply with the decision by taking the necessary steps during the preparation period, which will last from May 1, 2025 to November 1, 2026. It was also emphasized that they should be involved in the process in a timely manner to avoid criminal sanctions.

The Emirates Conformity Assessment System (ECAS) is a mandatory certification system implemented by the Ministry of Industry and Advanced Technology (MoIAT) to ensure that products to be sold in the United Arab Emirates (UAE) comply with safety, quality and environmental standards. ECAS is a legal requirement for all businesses wishing to enter the UAE market, whether they are manufacturers, importers or distributors, and aims to protect consumer safety, prevent the entry of counterfeit and low-quality products and promote environmental sustainability. ECAS certification is not only a legal requirement, but also a strategic element that gives businesses a competitive advantage and brand reputation in the market.
