The announcement was jointly released by the Ministry of Ecology and Environment, the General Administration of Customs, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Commerce, and the State Administration for Market Regulation. According to the announcement, these materials will not be classified as "solid waste" and can be imported freely, provided they meet specific technical criteria.
According to the announcement, recycled black mass materials for lithium-ion batteries that meet the conditions listed in Annex 1 may be imported and must not be mixed with other types of recycled substances. The declaration of different recycled raw materials under the same customs declaration will not be permitted. Bulk importation of these materials is also not allowed; each type must be loaded separately.
Similarly, recycled steel raw materials that meet the technical standards outlined in Annex 2 will not be classified as solid waste and may be imported freely. These materials, too, must not be mixed with other types of recycled substances. However, within the same customs declaration, it will be allowed to include different types of steel scrap if they are physically separated, separately packaged, or easily distinguishable during unloading.
The customs tariff code (HS code) for recycled black mass materials used in lithium-ion batteries has been designated as 3824999996. For recycled steel raw materials, the applicable codes are 7204100010, 7204210010, 7204290010, 7204410010, and 7204490030. These codes are provided for reference only.
Black mass materials will be inspected in accordance with customs industrial technical specifications, based on the technical indicators in Annex 1. Recycled steel raw materials will undergo visual inspection as the primary step. In cases of suspicion, more detailed inspections will be carried out, and, if necessary, expert institutions may be consulted for proper waste classification.
The announcement also states that the new regulations will come into effect on August 1, 2025, and that Announcement No. 78 of 2020 will be repealed on the same date. The document was signed by the relevant ministries on June 9, 2025, and published by the General Office of the Ministry of Ecology and Environment on June 10, 2025.
