Canada completes dumping investigation of steel pipes originating in Japan

The Canada Border Services Agency (CBSA) has completed its normal value and export price review of large diameter welded carbon and alloy steel line pipe exported from Japan or manufactured in that country by Marubeni Itochu Steel Inc.

The review was conducted under an order of the Canadian International Trade Tribunal (CITT) dated August 3, 2022. For the period November 1, 2023 to October 31, 2024, normal values and export prices were determined based on data received from exporters and producers.

As Marubeni Itochu was unable to provide domestic sales data, CBSA calculated normal values based on production cost, expenses and reasonable profit. As the products were sold through linked importers, export prices were tested for reliability and found to be reliable under Article 24 of SIMA.

The CBSA took into account the Japanese producer's costs and profit rates in reaching its final decision.
