The draft decision to extend the tariff quota for the export of scrap and scrap metal products until June 30, 2024 was prepared by the Russian Ministry of Economic Development.

By the first quarter of 2024, the export quota for scrap metal will be extended

The Russian Ministry of Economic Development has prepared a draft decision to extend the tariff quota for the export of scrap and scrap metal products outside Russia to non-EEU (European Economic Union) countries until June 30, 2024. The quota capacity is proposed to be at the previously set level of 600 thousand tons. The customs duty rate for exports within the quota is expected to remain unchanged at 5%.

The export tariff for alloy steel scraps and scrap is suggested at a level of 5%, but not less than 290 euros/tonne.
According to the plan, based on export data from January 1 to December 15, 2023, multiplied by regional coefficients and distributed in historical context among suppliers and producers in foreign trade activities, the first 80% of the main quota amount will be allocated.

The remaining 20% of the tariff quota is distributed among suppliers of wastes and scrap ferrous metals to enterprises of commercial importance or Russian metallurgical enterprises in the period from July 1 to December 31, 2023.
