Asian import pressure pushes Tata Steel’s Llanwern plant to half capacity

Tata Steel’s Llanwern plant in South Wales has begun operating at around 50% capacity due to pressure from low-priced steel imports from Asia. Production lines are reportedly being shut down for parts of the day due to insufficient orders, while workers have been assigned to maintenance and cleaning activities.

The UK government introduced a 50% tariff on steel imports in July to protect domestic steel producers. However, increased duty-free quotas granted to some Asian countries have intensified pressure on galvanized steel producers in particular.

India’s galvanized steel quota was increased from 98,000 tonnes to 125,000 tonnes, while Vietnam’s quota rose from 51,000 tonnes to 174,000 tonnes. South Korea was also granted a 100,000-tonne quota.

Llanwern produces approximately 600,000 tonnes of galvanized steel annually, accounting for around half of the UK’s total galvanized steel demand. Tata Steel has warned that the impact of the new quotas on the plant is unsustainable and is calling on the government to review the arrangements.

As part of Tata Steel’s transformation plan in South Wales, a GBP1.25 billion investment is being made to install a 3 million-tonne-capacity electric arc furnace (EAF). However, industry sources warn that prolonged import pressure could also put the economic viability of this transition at risk.

In summary: While the UK’s 50% tariffs are intended to protect domestic steel production, the higher duty-free quotas granted to Asian countries are weakening the competitiveness of plants such as Llanwern. The government is expected to review the current quota system in July 2027.
