An order has been signed in Kazakhstan to increase recycling fees on machinery imported from Russia and Belarus

Kazakhstan’s Minister of Ecology, Yerlan Nysanbayev, has signed an order introducing significantly higher recycling fee rates for automobiles and other equipment from Russia and Belarus.

The document will come into force in early May 2026.

Under the new rules, a multiplying coefficient will be applied when calculating recycling fees for imported vehicles and self-propelled agricultural machinery from Russia and Belarus, increasing the charges by several times. Kazakh authorities state that the measure is intended to eliminate regulatory imbalances within the Eurasian Economic Union and protect Kazakhstan’s national interests.

The introduction of the higher recycling fee is not expected to have a significant impact on Kazakhstan’s automotive market, as Russian-made vehicles account for only around 3.7% of the market.
