Under the agreement, Primetals Technologies will act as the project’s technology partner, providing advanced engineering solutions, process design, and key plant equipment. The project envisions the construction of two separate production lines in Vietnam featuring technical capabilities never before seen in the country.
The first complex will focus on heavy plate production. The line will include an EAF Ultimate electric arc furnace, a twin ladle furnace, a twin vacuum degassing unit, a continuous slab caster, and a plate Steckel rolling mill. This configuration has been designed to deliver high material flexibility, short casting times, and low energy consumption.
Most energy efficient production at eHRC
The second line will be developed for the production of endless hot-rolled coil (HRC). This line will feature two EAF Ultimate units, two twin ladle furnaces, two twin vacuum degassing systems, and Arvedi ESP technology. Arvedi ESP enables the highly efficient production of ultra-thin steel products.
These capabilities stand out as a strategic step that will reduce Vietnam’s reliance on imports for raw materials in sectors requiring high strength and large dimensions, such as offshore wind turbine towers, shipbuilding, and similar industries.
The cornerstone of the green steel ecosystem
The project is positioned as one of the key pillars of Xuân Thiện Group’s “green steel ecosystem.” A concrete example of this is the Xuân Thiện green steel complex developed by the group in the Nghĩa Hưng area (formerly Nam Định Province; now Rạng Đông Commune, Ninh Bình).
Economic growth and global standards
The investment integrates electric arc furnace technology with iron production facilities based on clean energy sources such as natural gas and, in the future, green hydrogen. This approach minimizes CO₂ emissions while aligning Vietnam’s steel sector with global sustainability trends and aiming to meet the stringent standards of the European and US markets.
The combination of Primetals Technologies’ state-of-the-art solutions with the large-scale investment in the Xuân Thiện Nam Định green steel complex is intended to accelerate growth in the Ninh Cơ economic zone and support economic development across the Red River Delta. Once operational, the project is expected to strengthen Vietnam’s position among countries producing high-quality steel for the mechanical engineering, automotive, and defense industries, while reinforcing its role in the global green industrial transition.
