The CBSA determined, as a result of the investigation, that imports from the countries in question entered the Canadian market at dumped prices.
The agency announced that the final anti-dumping rates range between 5.7% and 158.9%, depending on the country and exporters.
Accordingly, the rates set for Chinese producers are: 58.1% for Ningbo King Power Industrial Co., 42.7% for Shanxi Yuci Broad Wire Products Co., Ltd., 45.2% for Tianjin Huayuan Metal Wire Products Co., Ltd., and 44.9% for Tianjin Xuhua Plastic Products Co., Ltd. All other exporters in China not included in the list were subjected to a dumping margin of 158.9%.
For all exports from Chinese Taipei, India, Italy, and Spain, the dumping margin was set at 158.9%.
In Malaysia, the margin was determined as 19.8% for Chin Herr Industries (M) Sdn Bhd, 9.6% for Wei Dat Steel Wire Sdn Bhd, and 36.4% for other Malaysian exporters.
In Portugal, the dumping margin was 12.9% for Fapricela – Industria de Trefilaria, SA, 11.7% for Ibermetais – Trefilagem Industria, SA, and 26.1% for other exporters.
In Thailand, the dumping margin was announced as 18.6% for TSN Wires Inc. and 38.0% for other Thai exporters.
In Türkiye, the dumping margin was set at 19.4% for BMS Birleşik Metal Sanayi ve Ticaret A.Ş., 9.4% for Özyaşar Tel ve Galvanizleme Sanayi A.Ş., and 45.0% for other Turkish exporters.
In Vietnam, the margin was 5.7% for Hoa Phat Steel Wire Co., Ltd., while all other Vietnamese exporters were subjected to a margin of 158.9%.

The CBSA stated that these rates are the margins on which the final dumping determination is based, but the anti-dumping duties to be applied in the future may vary. The agency emphasized that, if injury is determined, normal values will come into effect, and exporters who did not provide sufficient information during the investigation will be subject to the “all other exporters” rate. The CBSA noted that normal values generally do not apply retroactively and warned exporters that, in the event of significant changes in prices, costs, or market conditions, they must keep their selling prices above normal values and inform the agency in a timely manner.
The CBSA underlined that the HS codes are for reference only and that the product scope is determined by the official description.
The Canadian International Trade Tribunal (CITT), which is examining the injury aspect of the investigation, will announce its final decision by January 2, 2026. During this period, provisional duties will continue to be applied to imports from the countries concerned.
The CBSA announced that the Statement of Reasons, containing the detailed justification for the decision, will be published within 15 days.
