Kyrgyzstan proposes a temporary ban on ferrous scrap exports

The Ministry of Economy and Commerce of the Kyrgyz Republic has submitted for public discussion a draft decree on a temporary ban on the export of ferrous metal scrap and waste, as well as ferrous metal ingots for remelting outside the customs territory of the Eurasian Economic Union (EAEU).

According to the draft regulation, the ban is aimed at preventing a crucial lack of resources for domestic processing enterprises and supporting them in the development and production of processed commodities.
The provision of the draft provides for a six-month ban on exports from Kyrgyzstan of scrap and waste ferrous metals, as well as ingots of ferrous metals for remelting (charge ingots), classified by code 7204 of the HS of the EAEU. The ban will take effect three days after the decree enters into force.
The Ministry of Economy must notify the World Trade Organisation (WTO) and the Eurasian Economic Commission (EEC) of the temporary ban no later than three days from the date of entry into force of the decree.
